(｣)achieve the desired linkages by extending the existing urban structure into the development;
(､)the core area should be a pedestrian area, providing connections between the major attractions;
(･)the public environment - the waterfront, parks, paths, promenades - is the central ingredient to a strong core;
(ｦ)the park and waterfront should not just be a neutral place softening the hard built edges and providing for passive leisure uses but should be an active and involving place;
(ｧ)there should be a variety of spaces and places for diverse activities some complementary or extending the internal attractions to the outside and some providing entertainment and leisure venues; and
(ｨ)the design layout, theming and detail treatment should reflect an understanding of the particularities of the local context important cultural, historic, climatic and visual characteristics should be integral to the design, providing a place that is special and unique.
This last point is of great importance in helping to ensure waterfront developments appeal to the local populace and are not seen as just tourist traps. Achieving such a outcome is obviously very difficult in the reclaimed land projects. Minato Mirai 21 responds strongly to elements of principle(viii).
3.3 Land Use Mix - Retail
For large scale planned waterfront developments, there is a need for a mix of commercial and recreational uses:
(｡)a varied range of usages makes the development, as a whole, more attractive, encourages repeat visitation and longer stays. A critical mass of attractions builds up, creating a synergy where each attraction benefits from the other;
(｢)there is a need to provide income to the developer or development authority through a range of uses and to provide income to offset non-income but people attracting uses;
(｣)visitations - each use has different levels and types of visitation; there is a need to provide a range of uses to keep the development active at various times of the day, week and year.
